Electronic BIR Forms (eBIRForms) are Now Available

Not so long ago after the release of the Bureau of Internal Revenue (BIR) Interactive Forms, now, the BIR released the Electronic BIR Forms (eBIRForms).  The roll out was made last October 16, 2012.   What are eBIR Forms?

The Electronic Bureau of Internal Revenue Forms (eBIRForms) Package is developed primarily to provide taxpayers with accessible and convenient service through easy preparation.  eBIRForms is an alternative mode of preparing tax returns which deviates from the conventional manual process of filling up tax returns on pre-printed forms that are highly susceptible to human error.  The package allows the taxpayers to accomplish or fill up the forms offline. Taxpayers can directly encode data, validate, edit, save, delete, view and print their tax returns.  The package has automatic computations and has the capability to validate information inputted by the taxpayers.

UPDATE: BIR issued Revenue Regulations No. 6-2014 mandating the use of eBIRForms for all non-eFPS filers also updating the list of the forms within the eBIRForms.

Among others, the benefits of using the eBIRForms are:

 Saves time because of automatic computations and auto-populated fields
 Easy to use
 Lessens human errors because of the validation feature
 Available even to those without consistent internet connection
 Captures taxpayer data

The eBIRForms press release was made first via BIR Monitor, which can be accessed here.  The eBIRForms application covers Thirty-one (31) BIR Forms comprised of 3 Income Tax Returns; 5 Excise Tax Forms; 2 VAT Forms; 10 Withholding Tax Forms; 2 Documentary Stamp Tax Forms; 4 Percentage Tax Forms; 4 ONETT Forms and 1 Payment form which are enumerated below.  These forms are for use by non-eFPS taxpayers.

Where to get the application other than from this website?

Alternatively, you can access the application in  the BIR website http://www.bir.gov.ph via the eBIRForms icon.  Taxpayers without internet can download the eBIRForms package from the BIR e-lounges at National Office and Revenue District Offices.

What operating system is required to use the eBIRForms?

Your computer must have at least Windows 2000 to install and use the application.  Of course, higher OS versions like Windows XP/Vista/7 can better run the application.  You mus also have at least 50 free space and runs best on 2GB or higher Active X components via Internet Explorer version 8 or  higher and best veiwed in 1152 x 864 screen resolution.

What is the print size and layout?

eBIRForms must be printed on folio-size bond paper (8.5″ x 13″), portrait orientation/layout with page set up margins of: Left – 0.146, Right – 0.148, Top – 0.14 and Bottom – 0.14 inches.

The eBIRForms Package is Phase 2 of the project “Provision of Solution for the use of Interactive Forms for Filing of Tax Returns”.  Phase 1 of the project produced BIR Form Nos. 1700, 1701 and 1702 in interactive format for use by all taxpayers starting March 15, 2012.

  2. simple lang ako.I just need to settle my 1601e for my clinic rentals. this new ebirforms is giving me a headache. I just found out about this today, the last day of payment. This is such a hassle for me. I have to present the eforms at the bank or they won’t accept my payment.I’m trying to be a good citizen here. THey should make payments easy for something like this if they want more people to pay their taxes…250.00 pesos lang ang kailangan kong bayaran

    • Yes, we hear you. Actually, there were a lot of articles regarding these eBIRForms but I think the campaigns are still not enough. They should have written letters to all taxpayers and made it know to the public through radio and television. Puro dyaryo lang po kasi eh, at through internet.

  4. are they really making things easier? ang dami daming forms paiba iba din sila ng systema, pati book of account I got 5 of them? good citizen turn bad because of these too much hassle! magbabayad ka na nga dami pa mga kung anu anu! make it simple and please be consistent with the system hindi yung paiba iba because youre giving us too much stress!

  5. Ayaw tumanggap ng PNB kung hindi rin lang gawin ang e-BIRforms.. Inaasahan nila lahat ng taxpayers na may laptop at printer? Paano kung katulad ko na may sari sari store lang na nagbabayad dati using the handwritten forms. Pumupunta lang ako sa internet cafe. I tried to seek from the staff nila. pero hindi raw ma down load. sinubok namin ang 1701Q pero hindi ma print at nawawala ang connection kahit i-save muna.

  9. 78MB na file ang kailangan mong i download para makuha yun isang form na kelangan mo? then hindi ko rin makita yung file na kelangan ko. nag install ako ng app nila pero dahil wala akong printer. nagtry ako magsave pero hindi pwede. Dapat diretso print from your computer kpag download. B*S*. Dont tell me milyon ginastos para sa software nato.

  16. parang ewan lang etong ebir forms na ito pwede ba para sa head ng ahensya na ito kung gano ka kagaling maningil sana ganun din kagaling ang mga serbisyo nyo! aba maawa kayo sa tao pabalik balik sa office para maayos mga papel nila! sana inisip nyo hindi lahat ng tao computer literate! hindi tinatanggap sa LUCENA ang hindi naka eforms! ni wala man lang kayo computer sa mismong bir lucena para sa mga transaction ng tao na bago sa ebir forms na yan tapos sasabihin sa mga matatanda PROBLEMA na namin yun! at para sa gumawa ng software na ito sir ayusin mo program mo! dahil yung software mo hindi user friendly! kung tutuusin hindi na dapat etong ebir forms na to eh dagdag gastos sa mga tao magkano rent sa computershop e pano kung di marunong mag computer? (nagtataka ka bat ko nasasabi to kasi mga probinsyano kame!) magkano pa type at print! wow ha nakaka stress kayo!

  17. bakit ang BIR cannot understand the suffering of the small taxpayers in the imposition of their eBIR forms na umpisa pa lang to click download ( 1-2 hrs daw), eto wala pang 30 minutes at offline na ‘yung website nila. tapos ma-late ka na pag-file dahil ayaw tanggapin kahit ang old form na lang ang gamitin kaya ayun penalty! di po kc lahat ng computer shops nakakapag-download ng required files. pleez lang, paki-explain bakit kayo walang puso, nagbabayad naman kami ng maayos?

    • If covered by mandatory use of eBIRForms, then you should file and submit it online first, then submit to AAB, print and attach the confirmation of submission. No need to file sa RDO.

      • diba pwedeng eBIRforms offline yung gamitin? I printed the eBIRform I accomplished offline tapos prinint ko, pwede bang ifile ko yun sa AAB and pay manually without submitting it online? ang ginawa ko kasi I used the eBIRform I downloaded from BIR’s website, pero offline ko siya inaccomplish.

      • If you are covered by mandatory use of eBIRForms, you need to submit it online. That also requires you to register online. :) if not covered then you can just print it from offline and submit/pay the bank.

  28. That’s the problem, I’m not sure if I fall under any of those haha! I’m pretty sure kasi that I don’t fall under the other categories, nalilito lang ako jan sa 1st category na yan. So if I’m not a tax agent nor a client of a tax agent, I don’t fall under this category: “Accredited Tax Agents/Practitioners and all its client-taxpayers” naman diba?

    Btw, I’m a research consultant :) ang dami pa kasing process ng online submission e, kahit yung enrolment niya medyo hassle kasya mas gusto ko sana magsubmit manually. you think I don’t have to submit online naman no?

  29. I tried calling them already but they told me to attend the seminar instead of answering me directly which I cannot attend since I have class. Anyway, I’ll go pay my tax tomorrow at an AAB, fingers crossed that I can still pay my tax manually and no need to submit online. Paying taxes in this country is a pain in the ugh. lol Gosh. But thanks so much, I learned a lot! :)

    Last question though, what should I choose, calendar or fiscal year in my form 2551M? ;)

    • Calendar. :) Goodluck.. Update us too if they accept it. But I think the rule is clear that only those who are mandated to use eBIRForms are required.

  30. Hi! as promised! yep, they accepted my printed offline form of 2551M! :)

    However, I also attended the seminar earlier and we are all encouraged to file our tax returns online next time, so we have to register online. So yeah, I think I’ll be registering na. I have one quick question though, may kailangan kasing iselect na category dun sa “reason for e-filing”, is it correct na i’m under the “volunteering taxpayer”?

    so if I sign up sa eBIRForm na online, that’ll do? i mean isang system lang naman pupuntahan nila if i submit it online? and wala pa namang existing memo for mandatory e-payment diba so ok lang talaga na sa eBIRForm magsign-up instead na sa efps mismo?

  32. omg! i’m trying to register sa eBIRforms online na tapos invalid daw yung TIN ko. i already have COR, double checked kung pareho nakainput sa TIN ko from the start and tama naman. have you or anyone you know ever encountered this problem?ano kayang mga possible reasons?

  33. good day, How do I submit my 1701 ebir offline to online if it keeps on saying its still under construction? its already April 4, 2015, how will they accommodate the flooding of 1701 forms when constructed already.. Can I just pay the bank with my 1701 form? kindly advice. Thank you.

    • Days ago the online eBIRForms system is not yet ready for online submission of the 1700 series (i.e. 1700, 1701 and 1702).. I think they are working on it now so just try again later. I think the direction previously was to really manually file when the site is under construction.

      • I was able to make the online registration of eBirforms at around 7:30 am today. According to the Account Activation Instruction, I need to go to the RDO where I registered and bring the E-mail Enrollment Notification among others. The question is – there is no E-mail Enrollment Notification in my designated email address. How long do I have to wait for this E-mail Notification? Please advise Thank you

      • You should receive that right away. One possibility is that you may have misspelled your e-mail.. Actually, for most cases, after you receive such notification, you need not go to the RDO, you will instantly receive your username and password after about 3 hours or less…

      • Go to your RDO and they will correct whatever wrong info in your enrollment. Bring documents to support you own the TIN and that enrollment of course.

      • I went to BIR RDO 029 but the person in charge of activating my enrollment does not know what to do. She suggested me to request for the deletion of my enrollment registration and once deleted, I can proceed again for new enrollment. Hassle. As you suggested earlier, the BIR people should check and correct the possible reason for me not receiving said email notification. What do you suggest me to do or where should I go? Further, under FAQ during enrollment, puede daw ma-view the enrollment I made by clicking the ‘Submitted Tax Returns’ link. Kaya lang I do not know where is it. Please help me. Thanks

  35. Hi Sir, I’am a Private employee but I have a small Gen. Mdsg Store. I try to file my Annual Income Tax return but when I try to submit to E BIR Forms online it says that still under construction. How can I file my Annual ITR when the RDO dont want to accept and inform me that it should be submitted online? Its quiet confusing na po. Thanks

  36. Hello! I have just been to my RDO this afternoon hoping to file my 1701 but they wouldn’t accept because according to the officer, there isn’t a memo yet from the commissioner to accept manual filing. I was told to make sure that my version of ebirforms is 4.7. I checked what I downloaded before and it is 4.7.06. Is it the same? I even asked the officer to try opening the portal just for him to see that it keeps saying “under construction”. They don’t seem to be aware of it.

  38. I’m trying to submit my 1601-E and 1701-Q online but I can’t access eBIR portal to login. Both don’t have taxes due, so i just want to submit them online and not to queue the whole day at my RDO. It says IE error. Buggy software perhaps? Any advice?

    I paid for my tax due at the AAB and submitted 2 copies of 1701 today. I ask the bank teller kung magsusubmit pa ako online ng 1701. Di nila alam. I read in your past comments yung ebir forms mandatory coverage. Do I fall in ONE Time Transaction taxpayers? I only pay annually. innosente po ako sa ganun. Pls. enlightened soon. Thank you po.

    • Bakit po annually lang bayad nyo? Pag 1701 po dapat may quarterly yan.. Eh sa inyo po since di kayo “no payment” return at di din naman kayo nagfifile thru an agent eh di po kayo mandated.. Pero encouraged po kayo to file online before payment..

      • Practicing professionals and self-employed should be filing 1701Q and 1701.. Ano po ba yung GP? Kasi you will need to register sa BIR as practicing professional or self-employed to file 1701 and you should issue receipts.. 10% withholding tax since you are earning less than 720K, right?

    • Here, as a practicing professional (GP), you are required to file quarterly income tax return in addition to your annual income tax return. Filing online, no not really required, you will not fall under ONETT. You mentioned that you are earning way below 720k annually, well, it’s a bit surprising.. Also you need to issue receipts to the HMO for income received from them and the should issue you BIR form 2307 for the withholding tax.

    I’ve like to raise an issue regarding BIR’s EFPS monthly submission of witholding tax and vat. The site’s traffic is so slow and in some case it even exceed the 5 minutes session clearing. Is there a way to address this network traffic?

    We are located at Visayas, using inter dual core computers and DSL line. Video streaming and web browsing is fast except BIR’s EFPS.

      • Good morning, we are still processing our EFPS until this morning but we still experienced this network traffic.

        I’ve tried the other pages from the BIR website and it works fast, while EFPS pages are extremely slow.

        We’ve tried to reset our router, even remove all other computers on our network hoping that would resolve the issue at our end, still the network traffic are getting worst.

Good day po.Up to now po di pa po activated ung account nmin na gagamitin namin sa submission online,pag nagpupunta po kc kmi sa RDO down daw po system, need po kc ng activation nila kc po Corporation po kmi,Pnu po kya un wla po ba alternative or esubmission na lng po instead of using ebirforms/efps.

  53. I was able to enroll with ebirforms yesterday, and luckily received e-mail enrollment notification in my email address. I am expecting also an automatic e-mail from bir for the temp password, as I did not chose any of the taxpayer’s classification, but until now, no temp password is received. I need to go to RDO for the activation of my account reg’n and to provide me with temp password. Once it is provided to me, can I immediately e-file my tax return, especially the 2551M due April 20th. Pls advise. Thank you.

    NakapagReister na po ako sa ebirforms, hinihintay ko na lang yung email verification na nakapagReg na ako. Kaso 5 days na wala pa rin verification na dumadating. Ano po ba ang possible na problema? Iniisip ko na kung magRegister na lang kaya ako ulit… possible po ba yun?

    • ako walang natanggap na enrollment notification sa email. dumating nalang basta sakin yung temporary password ko after mga 1 week :( haha but now, i’m trying to upload/submit my no-payment 2014 ITR pero nageerror “TIN NOT FOUND” wow :(

      • Magsusubmit rin kami ng 1702EX kaso wala eh. palpak. Wala pa rin Email notification. Ilang beses na akong pumunta sa BIR office dahil nga sa problema pinipilit pa rin nila na iSubmit raw yung Email noti kasi imposibleng daw na walang email na dumating. Nakakainis na talaga ang BIR!

  55. I’ve already registered sa ebirforms pero when I upload the xml files saved from the offline package, nag-error: “XML file invalid. Please check the file and upload again.” Please help. Late filing na yung 2551M dahil sa error na to.

    • If you are registered in the online eBIRForms system, the you should not upload any xml file. What you should do is click “Final Copy” then there’s a pop up window where you can choose to submit it using eBIRForms system. Choose that, then it will ask for your username and password, then you can already submit.

      • I think only the xml file from 3rd party application is allowed to be uploaded there. The xml file generated by the eBIRForms offline is for purposes of the RDO/e-mail submission only. Just my opinion, since I’m not an very knowledgeable in IT.

  58. Taxes from taxpayer is the main reason why the government build projects.eh bakit masyadong maraming pahirapan sa pagbabayad ng taxes. Papaano magsisipag ang Pilipino na Magparegister,magfile and pay kung hindi gumagana ng maayos ang Electronic system ng BIR. Parang ang serye ay tinuturuan ang Pinoy na umiwas sa pagbabayad ng kanyang buwis dahil pinapahirapan kahit magbabayad na sana. I hope BIR will do immediate action to the problems.

  59. Pano po malalaman kung ano ang nakasave na password sa e-birforms kung napalitan na, yung temporary password kasi po napalitan ko na kaso ayaw naman gumana ng password. Nung nagtratry akong magonline ayaw tanggapin kasi naghang ang site during na nagpapalit ako, Chineck ko dun sa “forgot password” ayaw naman tanggapin ang user account ko na Agroinvestment6756 and sabi pa ng site walang ganung account. Nagpunta ako sa BIR 047 ang sabi ng officer of the day eh hindi nila alam kasi masyado daw technical and binigyan ako ng contact center na 925-20-15 ring lang ng ring at wala namang sumasagot ganun din sa 981-88-88 ganundin sa email ad na contact_us@cctr.bir.gov.ph sabi ko sa OD kung puedeng puntahan ang BIR helpdesk, hindi daw puede at hindi ako papapasukin magtry na lang daw ako. and baka kako puede nya kaming issuehan na katunayan na may problema ang password ko, hindi daw sila nagbibigay. Now ano po ang gagawin namin.

    my problems is,
    1) after i open the ebir, i fill-out all the information given, and then in lower portion there is a submit, print, validate. so i choose to submit and they upper a ebir postal. log in the username and password, so i, log in and then wen i already see the home page, i never so the word submit, or send email. so could you please help me, this is my email rafaelarepuno@yahoo.com

Sir, tanong ko lng po regarding sa enrolment ng e-birforms. nung part sa telephone number, pg click ko ung proceed ayaw mg proceed. lage lng nagbblink ung cursor dun sa may part ng telephone number. tama nman ung format. madami na din po akong browser snubukang gamitin. google chrome, mozilla firefox, internet explorer. ayaw pa din. may narinig akong 63 dw gamitin. i tried it pero wala pa din. sana u can help me….

  71. hello po…ask ko lang why am I not receiving an email confirmation on my registration?…I have been coming back to RDO27 and kept saying to wait until last Tuesday, they are asking to print the comment on the Registration/enrollment…1601C is due on the 10th and until now they did not activate my account. how will i file my 1601C then? they dont accept printed forms anymore. please help.

  75. Hi, i just need a help from anyone here.

    My problem was, i registered yesterday on ebir and it goes through and give me this APP-# however on the next page i have to answer the question on user classification if tax agent it needs to enter the accreditation number and gpp/company? where can i get those number? secondly i skip the step and i never get through to a successful registration but i have my APP#. What should i do? i dont received any email notices from bir?

  78. I would like to ask how to input a negative value in the 1701q form, if i had net loss in the 1st Q and also for the 2ndQ i try to enter the negative value but the system doesnt accept. Is there a key shortcut for that? If i press on the minus sign or parenthesis before the numbers it just dont work. I would apreciate your reply. Thank you.
